We wish to express our grief at the death of your brother Sergio Vieira de Mello. This dignified, good, intelligent and just man always fought tirelessly for peace, distressed by the poverty prevailing in the nations that are disadvantaged or destroyed by your incessant deadly conflicts. Some of our brothers had the opportunity to deal with this man without his suspecting their true nature. They were able to see that he was one of the most humane of your brothers among those we know on your planet, and they felt deep sadness on learning of the atrocious circumstances of his death.

 

You must nevertheless rejoice, since this man's death will not be in vain. It will not be one more death that will only have served to feed the chatter, often too empty of emotion, of your newspapers. We have been able to measure the intensity of this man's emotional reactions to your sufferings and his degree of will to try to remedy them. The integration of his soul into your collective psyche will make it possible to increase significantly the concepts of probity, gentleness and equity, which will thus be transmitted to all your brothers who rise up against corruption, intolerance and injustice, urging them not to lament but to act. A reaction must follow from this man's death. The future of your race cannot be based on violence, as the reckless criminals seem to think who are bent on destroying by fire and blood every attempt that might bring a hope of peace.

 

Contrary to our usual rules, and considering that our previous mailings have been partly disseminated_, we ask you, if you agree, to make public this present tribute, laden with a bitterness we neither can nor wish to hide.

My brothers and I who live in Europe follow with interest your debates of ideas concerning our OUMMO, from the compilation of the electronic messages you exchange publicly among yourselves. We have gone carefully through the list of questions raised by your brothers. We wish to answer some of them, but we cannot develop all the subjects as much as you would wish. Our strict orders are to limit each flow of information to two typewritten pages and to adjust the frequency of our mailings according to the disturbances generated within the microgroup that speculates, as you do, about our existence and about the relevance of the indications given in our messages.

 

We will try, as far as possible, to answer the legitimate questions raised. Be aware, however, that we reserve the right to omit some answers or to answer some questions with evasive or incomplete statements.

 

You are free to reveal or not the information we will send you. It is your property and the result of the trust we place in you. We may ask you not to reveal certain information that we consider important to communicate to you personally but which could cause disturbance among your brothers.

In reply to your brother André-Jacques Holbecq, we wish to assure him of our esteem. The controlled publication of our missives and making them available to your population as a whole is a greatly positive action. Now that our existence has been revealed within your social network, strict control of the authenticity of our flows of information sent throughout the world, as well as of their content, is necessary to prevent any irrational drift or appropriation of our OUMMOAO identity for selfish personal ends. We unfortunately observe such drifts in South America as well as in the United States of America, and this saddens us deeply.

 

The fault committed by your brothers in Spain in revealing confidential correspondence can in no case fall on those who read, study and redistribute this correspondence. They themselves know that we could not blame them for an error that persists only in their imagination. They have irrevocably earned our esteem. The sociological impact of this revelation, though not negligible, caused little harm to your social network, and today the disturbances observed have already largely died down. The network of Oummain (Tr. note: Ummite) senders on your planet, however, suffered seriously. We had to reduce our activity and strengthen our protective measures following the disaffection of these brothers.

 

We nevertheless draw the attention of your brother André-Jacques Holbecq to the danger inherent in massive publicity around OUMMO. The European secret services are informed of our existence. Your country France is not hostile to us, but other countries closely linked to the North Atlantic Treaty_, such as Spain or the United Kingdom, have developed an irrational panic towards us. It is indispensable to avoid all sensationalism that would imply a mass effect around our writings. A simple debating network such as the one you have set up to analyse our texts may be enough to create a leverage effect whose scale could escape you. You must never use OUMMO to make public calls aimed, for example, at getting your state bodies to reveal some confidential information about the reality of the UFO phenomenon that they keep secret. This is not desirable for the moment. These bodies have an incomplete and distorted knowledge of the real reasons for and implications of our incursions on your planet. The travelling OEMMII who visit you have the capacity to decide the conduct they must follow to intervene before your authorities and make them gradually aware of their presence. We insist: your social network taken as a whole is not yet ready to bear the psychological shock of a direct revelation.

In reply to your brother Jean Pollion_, we congratulate him on his patient work on our language. We confirm that this language is specific to our people of OUMMO. The rule of courtesy requires that one express oneself in the language in use on the cold star visited. There are, however, exceptions in the case of languages whose sounds are too complex to be reproduced by our larynx, even with the help of amplifying prostheses. In that case our hosts use our language to communicate with us. There is no universal language, but we frequently use standardized codes formed of repetitive sound sequences that allow us to exchange quickly information limited to simple concepts. We sometimes communicate with other travelling OEMMII who visit you. In that case we use your languages English, Russian, Chinese or Spanish with them.

 

You are amazed at the crop glyphs that appear spontaneously in your fields. A great many of your brothers really believe that hoaxing OEMMII equipped with simple wooden boards could be behind them. When will this naivety cease? Yes, these signs are mostly traced by travelling OEMMII foreign to your planet. They are not made by us, but we know the race of OEMMII that produces them. The morality of these OEMMII is high, and we do not disapprove of their actions. Their aim is not simply to practise a form of artistic expression to the detriment of your crops, but to bring about a progressive awareness of the extraterrestrial reality by means of a legitimate questioning about the origin of these signals. The deliberate discrediting launched by the official investigation services and relayed by the information media will necessarily give way beyond a certain maximum threshold of credibility, which is, however, higher than simple logic would lead one to suppose. We observe the same phenomenon of collective hypnosis and mental blindness regarding the multiplication of incursions into your airspace by UFO vehicles whose extraplanetary origin should logically raise no doubt. You will also notice that certain nations or geographical areas concentrate a larger share of the sightings of these phenomena. This is not the result of chance but of a will to exert constant pressure on certain bodies of manipulative and hypocritical States whose only aim is to keep the social network under control in order to survive.
